The Division of Public Partnerships (PPD) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments and public actors around the world. The division is doing this by connecting UNICEF’s positioning of children in intergovernmental and multilateral fora and negotiations to the engagement with governments and public institutions (including IFIs) as resource, policy and program partners. A key premise for PPD is that the engagement with countries is be based on multiple levels of partnerships, including around resource mobilization and policy advocacy.

How can you make a difference?

The Public Partnerships Division (PPD) is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child. The PPD CANZUSI Cluster is responsible for partnerships with Canada, Australia, New Zealand, the United States of America and Israel.

The PPD outpost office in Washington, D.C., supports UNICEF’s work by managing partnerships and resource mobilization with institutions of the Government of the United States, including the White House National Security Council, U.S. Department of State, the U.S. Agency for International Development, the U.S. Department of Health and Human Services and Centers for Disease Control and Prevention, the U.S. International Development Finance Corporation, and the U.S. Congress. It also supports work with International Financial Institutions.

The Public Partnerships Division (PPD) is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child. The PPD CANZUSI Cluster is responsible for partnerships with Canada, Australia, New Zealand, the United States of America and Israel.

Scope of Work:

Support high-quality and adaptive engagement, communication, and results-focused grant management approaches to maintain UNICEF’s position as a partner of choice for the USG. Duties include:

  •  Provide comprehensive support in management of UNICEF-USG grant agreements, with specific emphasis on high-volume and well drafted/edited reporting requirements. Engage frequently and directly with COs/ROs, headquarters teams, and donor grant management teams and facilitate related information flows. Support teams internally in strengthening efficiencies around resource mobilization and grant management efforts and in ensuring compliance with negotiated agreements. Ensure that critical deadlines and requirements are met.
  •  Remain updated on UNICEF policies and processes to contribute to, and inform, UNICEF’s work with USG partners; support efforts to ensure UNICEF positions are properly relayed and taken into account in decision-making and outreach to partners. Maintain strong understanding of specific USG-UNICEF agreement documents and related requirements to support compliance in project implementation.
  •  Support promotion of, and advocacy for, UNICEF programmes by assisting with the preparation of information to internal teams, USG and other member states, UN agencies, NGOs, host government and other partners on the strategy, design, relevance and impact of programmes. Attend related meetings and provide readouts for appropriate focal points.
  •  Serve as backstop for knowledge management focal point, helping to ensure partner information and materials are maintained, updated, and filed; guide other team members to implement knowledge management protocols to ensure consistency and ease of reference. Provide contribution and partnership related updates and information to internal and external partners as necessary.
  •  Other duties as assigned, including but not limited to: planning and logistics for UNICEF HQ or country/regional office leadership to participate in high-level engagements with U.S. Government officials and Congressional delegations; conducting research on prospective new partnership engagements for UNICEF and providing related analysis and outreach to support exploration of such opportunities.

Work Assignment Overview:

Tasks/Milestone: Deliverables/Outputs: Timeline

  •  Review all relevant USG-UNICEF agreement documents and support ongoing concurrent scale-up of new multi-year agreements and close-out of expired/expiring agreements.
  •  Support efforts to streamline report schedules across agreements in coordination with USG teams; assist in updating agreement documents and system files accordingly.
  •  Serve as primary reports focal point and provide regular review/edit and lead detailed correspondence with all relevant parties (internal teams, CO/ROs, donor partners, etc.) related to required reports and interim progress updates to facilitate partnership with USG.
  •  Draft emails with guidance to affected CO/ROs and related follow ups to support grant management processes.
  •  Updated reporting schedule outlined and agreed; relevant documents updated through official channels; guidance delivered to CO/ROs; compliance facilitated.
  •  High-quality and well edited/reviewed reports and interim progress updates completed and submitted on time (including through internal channels and to donor).
  •  Ongoing; critical upcoming deadlines in summer 2022 for MCH U2A agreement and incremental ongoing deadlines for polio/immunization agreement close-out Sept. 2023 and follow ups in subsequent 12 months.
  •  Deliver updated schedule within three weeks of start date; once agreed with donor, update all related documents and system files within two weeks; facilitate compliance across CO/ROs on rolling basis according to updated schedule.
  •  Rolling schedule based on agreed/updated reporting structure with donor (currently bimonthly, quarterly, biannual, annual reporting requirements on set timetables).

To qualify as an advocate for every child you will have…

  •  A first University Degree in International relations or another related field, including but not limited to the following fields: international relations, business administration, political science, health, education, English or writing, economics or international business, communications, or international development.
  •  A minimum of two years of relevant professional experience in one or more of the following areas or related areas is required: public affairs, communications, government, economics or finance, health, education, government, programme management, resource mobilization, external relations, office management, customer relations, logistics or other relevant area.
  •  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Visa requirements

This position is remote-based. If for any reason, travel is required, individuals are personally responsible for obtaining any required visa, covering the entire period of their consultantcy. If necessary, UNICEF will support the process by providing relevant documents such as the proof of consultancy.
