  •  Participation in the development and implementation of SAMM programme activities with a specific focus on Trafficking in Persons and Smuggling of Migrants by providing substantive and technical expertise;
  •  Support provided to the planning and implementation of the UNODC aspect of the SAMM programme activities as required, in particular in South Africa and other Southern African Member States, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UNODC manuals, handbooks, guides, and standards and norms;

Support to the planning and organizing of training workshops, meetings, official and assessment missions, develop concept notes and terms of references as required;

  •  Support to the identification of technical assistance and capacity building needs in the region and assistance in the development and implementation of programme activities;
  •  Provision of programme administrative assistance, plan and arrange official travel, respond to complex information requests and inquiries; set up and maintain files/records and organize meetings;
  •  Drafted correspondence on substantive and budget-related issues and preparation and updating of periodic substantive reports, briefing notes, graphic and statistical summaries and programme spreadsheets;
  •  Support to administrative functions related to workplans and reporting on an ongoing basis within UNODC on the implementation status and delivery of programme activities;

Responsibilities

1. Background of the assignment

The United Nations Office on Drugs and Crime (UNODC) Regional Office for Southern Africa (ROSAF) implements a Regional Programme aimed at combating Trafficking in Persons and Smuggling of Migrants. This project is run under collaboration with the Southern Africa Development Community (SADC) Secretariat. The United Nations Office on Drugs and Crime (UNODC) supports Member States in domesticating the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both protocols supplementing the United Nations Convention against Transnational Organized Crime.

Trafficking in persons and the smuggling of migrants are distinct crimes. The lines between the two may often be blurred though especially when they occur in mixed migration flows. A person may start their journey as an asylum seeker, for example, before seeking the help of smugglers and then being exploited as a victim of trafficking, while in need of refugee protection. According to the SADC regional statistical report (2004-2016), approximately 1,217 victims of TIP were officially reported to law enforcement agencies in the SADC region during the period 2004- 2016/7. It is believed that this is just a small proportion of cases of trafficking in persons as a number of cases are not identified and therefore, not reported. This is largely because of the complex and hidden nature of the crime. There are also cases where victims are rescued but are not interested in cooperating with law enforcement for purposes of investigation and prosecution of the offence.

The SAMM project is implementing activities in all Southern African countries. UNODC’s aspect on the entire project is focused on Trafficking in Persons and Smuggling of migrants. The scope of the UNODC activities are in all Southern African Countries. Most of these are in English speaking countries. However, there are activities that are undertaken in Portugese speaking countries like the Democratic Republic of Congo (DRC), Mauritius and Seychelles. These counties have significant cases of human trafficking – with DRC having the highest influx of trafficked and smuggled migrants. Seychelles and Mauritius have also reported cases of Trafficking in persons through maritime borders.

Further, there are many activities that require constant research for briefs, speeches and to also aid in programming. There are also many administrative components that require support given to the programming team.

2. Purpose of the assignment

The purpose of the assignment is to assist with the implementation of activities to counter Trafficking in Persons and Smuggling of Migrants in context of the UNODC ROSAF Trafficking in Persons and Smuggling of Migrants Programme under the broader ambit of the SAMM project. More concretely, the contractor will assist with the coordination and implementation of activities in SADC countries with a specific focus in Portugese speaking countries of SADC (Angola and Mozambique). The contractor will also assist the Head of Programme with programme management activities, including the development of proposals, drafting of various reports and administrative tasks.

3. Specific tasks to be performed by the individual contractor

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, and with direct supervision of the Trafficking in Persons and Smuggling of Migrants programme officer, the contractor will perform the following tasks: a) Participate in the development and implementation of SAMM programme activities with a specific focus on Trafficking in Persons and Smuggling of Migrants by providing substantive and technical expertise;

b) Support the planning and implementation of the UNODC aspect of the SAMM programme activities as required, in particular in South Africa and other Southern African Member States, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UNODC manuals, handbooks, guides, and standards and norms;

c) Organize training workshops, meetings, official and assessment missions, develop concept notes and terms of references as required;

d) Identify technical assistance and capacity building needs in the region and assist in the development and implementation of programme activities; identify technical assistance strategies of donors active in anti-Trafficking in Persons and Smuggling of Migrants programmes and assist in preparing project proposals for funding consideration by interested donors; assist in coordinating activities with intergovernmental organisations and non-governmental organizations which are active in Southern Africa;

e) Provide programme administrative assistance, plan and arrange official travel, respond to complex information requests and inquiries; set up and maintain files/records and organize meetings;

f) Draft correspondence on substantive and budget-related issues and prepare and update periodic substantive reports, briefing notes, graphic and statistical summaries and programme spreadsheets;

g) Provide support to administrative functions related to workplans and reporting on an ongoing basis within UNODC on the implementation status and delivery of programme activities;

h) Performs other duties as assigned.

Qualifications/special skills

Academic Qualifications: – – A high school diploma or equivalent is required

Experience: – – A minimum of two (2) years of relevant working experience in administration and implementing projects or in research aimed at enhancing the Rule of Law and criminal justice systems is required.

Language: – English and French are the working languages of the United Nations. For this post, fluency in oral and written English and Portugese is required. Knowledge of another official United Nations Secretariat language is an advantage
